The history of Clinical Pastoral Education (CPE) program goes back to 1967 during an International Consultation meeting on health and healing which was held in Makumira under the Chairmanship of the late Bishop Stephano Moshi. One of the core resolutions reached in that meeting was to adhere to the World Health Organisation (WHO) understanding of health to be not just absence of physical diseases but wholeness. After the meeting the ELCT decided to look for the possibilities of inaugurating a special Hospital which was to implement the resolution under the guidance of Mission and Evangelism Department. Through support from missionaries, the Kilimanjaro Christian Medical Centre (KCMC) hospital was established five years later after the Makumira meeting.
The ELCT Mission and Evangelism department in collaboration with Makumira were given the task to work on the need for a chaplaincy which would constitute a chapel and CPE Centre in the planned hospital.
